South Africa Introduces Mandatory Online Entry Declaration

South Africa introduced a mandatory online traveller declaration from 1 July 2026, adding a new pre-arrival step for every international visitor entering the country. The South African Revenue Service (SARS) Traveller Management System — known as SATMS — replaces the paper customs declaration card that was previously distributed on inbound flights and at border posts.

What the Declaration Covers

The SATMS form collects standard personal details, travel itinerary information, and declarations about goods being brought into South Africa. Visitors must disclose any dutiable items, controlled substances, and currency amounts above the permitted threshold. The process is straightforward for most leisure travellers who are not carrying commercial goods.

On completion, the system generates a QR code that visitors present to border officials on arrival. Border staff can scan it directly; there is no need to print it.

When and How to Submit

The declaration can be submitted up to 10 days before travel and as recently as a few hours before landing. There is no fee.

The official SATMS portal is accessible from SARS directly. Travellers should use the official government site — third-party services advertising assistance with the form may charge unnecessary fees for a process that takes five to ten minutes.

Children travelling with a parent or guardian can be included under one adult submission; they do not need a separate declaration.

Who Must Complete It

Everyone entering South Africa by air, land, or sea is required to complete the declaration. There are no exemptions based on nationality, residency status, or passport type.

Current Enforcement

During the initial launch phase, SARS is prioritising onboarding travellers to the digital system. Officials at ports of entry can issue a supplementary paper declaration for visitors who have not completed the form online. SARS has indicated that from a later date in 2026, non-compliance may result in delays at the border.
